• WHAT IS A THREAT ASSESSMENT TEAM?

    A Threat Assessment Team is a multidisciplinary team providing input regarding inhibitors and potential community resources for wrap-around services specific to students at risk. This team does not provide input regarding disciplinary action, and should not be viewed as punitive. The Student Threat Assessment Team is co-facilitated by the district's Special Programs Coordinator and a School Psychologist with participation by the district’s Safety and Security Coordinator, Secondary School Counselor, Secondary Education Administrator and nine community partners (listed on the back panel). The Coeur d’Alene Public Schools Student Threat Assessment Team was established in 2012 and is based on best practice following the Salem-Kaiser model.

    WHAT IS THE PURPOSE OF A THREAT ASSESSMENT?

    The purpose of a threat assessment is:

    • To ensure the safety of students, staff, parents, and others
    • To ensure a full understanding of the context of the threat
    • To begin to understand the factors that contribute to the threat maker’s behavior
    • To be proactive in developing an intervention plan that addresses the emotional and physical safety of the threat maker
    • To promote the emotional and physical safety of all

    WHAT BEHAVIORS INITIATE A STUDENT THREAT ASSESSMENT?

    One part of the Student Threat Assessment Team (STAT) is to receive, review and investigate reports of potentially threatening, violent or alarming behaviors by any youth residing in Coeur d’Alene and potentially enrolled in the Coeur d’Alene School District. A Student Threat Assessment will be initiated when behaviors include, but are not limited to:

    • Violent writings, drawings, or other forms of individual expressions causing a person to be fearful or concerned
    • Behaviors that intimidate or threaten individuals or cause serious disruption to the school community
    • Suicidal threats which encompass threats to others
    • Explicit threats or verbal statements that are threatening in nature

    Each school campus has a Level 1 STAT team to triage concerns and follow the protocol, at which time if the nature of the threat warrants further review, the building administrator or school psychologist will refer the team to the Level 2 STAT Community team. The Level 2 STAT Community team meets regularly, twice per month and as needed.

    DUTY TO REPORT

    Members of the Coeur d'Alene School District and community at-large (staff, students, parents and community members) are expected and encouraged to report concerns regarding threatening behavior exhibited by youth with behaviors that have the potential for danger or harm to others. Concerns should be brought to the administrator for the campus of concern; if concerns arise outside of school operating hours please contact the Coeur d’Alene Police Department or the Kootenai County Sheriff.

    The STAT will maintain the privacy of information within the scope of applicable state and federal laws. Any risk of harm to self or others, however, will need to be investigated and possible intervention may necessitate sharing information with additional appropriate officials.
