MINUTES
At 5:03 PM, Chair Wanda Quinn called the meeting to order and led the
Pledge of Allegiance. Trustees Newby, Wood, Fredrickson, and Zipperer were
also present.
Approval of Minutes: Motion by Mr.
Newby, second by Mr. Fredrickson to approve the minutes of August 15,
2005, passed 4-0-1, Chair Quinn abstained.
Motion by Mr. Newby, second by Mrs. Zipperer to approve the minutes of
August 31, 2005, passed 4-0-1, Mrs. Wood abstained.
Motion by Mr. Fredrickson, second by Mrs. Zipperer to approve the minutes
of September 8, 2005, as corrected, passed 5-0.
Approval of the Agenda and Possible Addendum
– Motion by Mrs. Wood, second by Mr. Fredrickson to approve the agenda as
presented, passed 5-0.
Identification of Citizens Wishing to Address the Board
– Suzy Snedaker, Hastings Ave., Coeur d’Alene, addressed her concerns for
the number of registered sex offenders in the community and those located
near schools and walking routes for children. She appealed to the Board
for their help in communicating this information to parents, counseling
children on safety issues, establishing a policy or practice for regularly
checking the registry of sex offenders and supporting legislation that is
being proposed.
Sandra Snyder, 805 E. Hastings, shared her concerns for children walking
past homes where registered sex offenders reside. She shared her personal
experience and concerns for her children and appealed to the Board to
communicate information to parents and put a policy in place. Chair Quinn
asked Superintendent Amend to identify which section of policy would be
appropriate and have that policy development group look at the issues and
advise the Board.
Coeur d’Alene Education Association Report
– Kristi Nivette, President, and Barbara Crow, President-Elect, were
present to report. Ms. Crow reported that CEA membership is growing.
Recent events hosted by CEA were a luncheon for new teachers and a party
last Friday night. Two library managers are now on their board. Ms.
Nivette reported that IEA is supporting an initiative for the 1-cent sales
tax to be dedicated to education, to establish a reliable source of
education funding.
High School Student Body Reports –
CDA High School officers Olivia Mack, ASB President, and Heather Helmhout,
ASB Secretary-Treasurer, reported that the Ignite-Mentor program was
active the first week of school, assisting new students. Homecoming/Spirit
Week will be September 19-23, with a parade Downtown at 4:00 PM Friday.
Heather commented that the new healthy food policy is getting quite a bit
of discussion, with complaints as well as appreciation. The student
council is addressing the issue. Thursday is a Senior Picnic at
Independence Point, with games and food. Mr. Newby commented that he
observed the Ignite mentors at work at CHS opening day. Mrs. Quinn said
the Board appreciates the leadership role the student council might play
in dealing with the healthy food issue. CDA High School Principal Steve
Casey was present for the report.

B. Approve Accounts Payable Check List Dated August 31, 2005
Motion by Mr. Fredrickson, second by Mr. Newby to approve the Consent
Agenda as amended to note the certificated positions that were 1-Year
hires, passed 5-0.
Consideration of Action/Information Items:
Board Recognition – On behalf of the
Board, Chair Wanda Quinn acknowledged the professionalism and dedication
of Janet Feiler, the District’s Public Information Officer, Safe and Drug
Free School Coordinator and Grant Coordinator.
Back to School and Enrollment Report
– Superintendent Harry Amend, Chief Financial Officer Steve Briggs and
Assistant Superintendent Hazel Bauman each presented a portion of this
report on the activities surrounding bringing students and staff back to
school. Mr. Briggs had handouts showing the current enrollment as of
September 8 and that of September 10, 2004. He also shared a breakdown of
attendance zone projections used for the elementary attendance boundary
committee’s work last spring. The comparison between projections and the
current enrollment were reviewed and discussed. Mr. Briggs then shared his
report of the support units generated and budget projections. With actual
enrollment distribution off slightly from projections, Chair Quinn asked
about other methods that might be incorporated in future projections. Mr.
Briggs reviewed the current use of the Hayden Lake school facility,
showing the people and programs housed there. Diana Gifford, Director of
Special Education, described student services in a transition program that
will be established at the facility.
Assistant Superintendent Bauman reported on staffing changes, including
changes in teaching assignments to meet the growth in various school and
grade levels. Mrs. Bauman commended the human resource department for the
great job they have done with over 70 staffing additions, plus numerous
changes. Chair Quinn commented on the new mapping tool found on the
District’s website, saying it is a great resources she hopes would be
shared with the local Chamber and Realtors.
At 6:00 PM, Mrs. Zipperer left the meeting.
Finance Report – Mr. Briggs spoke briefly about the funding percentages
for various programs.

Superintendent’s Report –
Superintendent Amend advised the Board of changes they would see in
upcoming board memos. He added that weekly newsletters from schools would
go to the media as well as to the Board, and electronically, if so
desired. The recent NSBA survey asked for input on the location of the
spring conference, originally scheduled for New Orleans. The Board will
meet again next Monday, September 19th. He shared a handout from Dr.
Marilyn Howard, State Superintendent, outlining her proposed K-12 funding
recommendation. He asked about another retreat session for the Board,
saying a list of topics could be presented at the next meeting, and the
Board could then consider a date. The high school issues would be held
until after the State Board’s high school reform summit later this month.
Motion by Mr. Fredrickson, second by Mr. Newby, for Executive Session,
Idaho Code 67-2345, Subsection (f) To consider and advise its legal
representatives in pending litigation or where there is a general public
awareness of probable litigation: roll call vote: Quinn, Newby, Wood,
Frederickson, each “yes”. Correction was to delete Zipperer from the vote,
she was absent at this point of the meeting.
At 6:22 PM, the meeting returned to open session
Board Comments and Information – Mr.
Briggs responded to questions regarding the change in dental benefits for
employees, the mileage reimbursement rate and gasoline costs in general in
the District, saying this would be an item that would come up in future
budget amendment hearings.
