MINUTES

Chair Vern Newby started the meeting at 4:15 p.m. unofficially. Trustee Diane Zipperer was present. Trustees Sid Fredrickson, Christie Wood and Edie Brooks were absent; therefore a quorum was not met.

Coeur d’Alene Education Association Report: President Barbara Crow talked about her duties as CEA president and likened it to being a 5th grade teacher. She appreciates the reorganization of the district office administration and commented about the ease of getting questions answered. She spoke about the effect of limited funding for substitutes for classified staff. CEA members are currently canvassing and phoning people regarding Proposition 1. Information will be provided about house parties where discussions about Prop 1 will be shared with attendees. All are welcome. She meets weekly with Superintendent Amend to keep lines of communication open.

High School Student Body Reports: April Clinton, student from the Bridge Academy explained that many senior students are in attendance tonight as part of their senior summit; a graduation requirement. Bridge Academy student Kalie Newhouse reported that students volunteered at the Susan G. Komen Walk as part of their senior summit. Goals have been set to increase the percentage of lessons completed and if the goal is reached, teachers have promised a fun activity.

Board Recognition: Staff, Students and/or Community: Superintendent Amend began by introducing Dr. Frank Bittick, Administrator of the Teen Aid Project-After School Tutoring Program. Dr. Bittick recognized the group of educators who volunteer their time and introduced former superintendents Bob Singleton and retired teacher Carol Wilson who help to oversee the program. Dr. Bittick also thanked Julie Day and Steve Briggs from the district office for their assistance with the budget and grant funds. Through supervising teacher interns for U of I, Dr. Bittick learned of students who were failing and wanted to come up with a plan to get kids to do their homework and turn it in. Donations of snacks and beverages and space led to the beginning of this after school program. Retired teachers and other professionals offer their time to tutor students. Peer tutors from each high school also volunteer, students have six weeks to improve their grades through this program. Since its inception in 2000, 213 students have raised their grades to passing or better.

At 4:40 p.m. Mrs. Brooks arrived; a quorum was established and Chair Newby called the meeting to order.

Approval of Minutes: Motion by Mrs. Zipperer, second by Mrs. Brooks to approve the minutes of September 18, 2006, passed 3-0.

Approval of the Agenda: Motion by Mrs. Zipperer, second by Mrs. Brooks to approve the agenda as amended (CEA and Student Body reports as well as Board recognition taking place prior to the official opening of the meeting) passed 3-0.

B. Approve Accounts Payable Check List Dated September 26, 2006.
C. Approve Athletic Training Contract for CHS and LCHS

Mrs. Brooks asked for clarification regarding portions of the athletic training contracts. Motion by Mrs. Brooks, second by Mrs. Zipperer to approve the consent agenda, passed 3-0.

Long Range Planning Committee Recommendation: On behalf of Dave Patzer, Long Range Planning Committee Chair, Superintendent Amend reported about their meeting held September 25th. The committee voted unanimously that district should not schedule a School Plant Facilities Levy (SPFL) election next spring. Other discussion was a conclusion to work with the community and focus on the supplemental levy scheduled for May 2007. They looked at results of a community survey, facilities needs and will come forward at a later time with a recommendation. Chair Newby was pleased with the discussion. He thanked the committee for reacting responsibly by delaying a decision to move forward with the SPFL.

Mrs. Brooks echoed those comments. She requested additional information about the most recent SPFL: amounts that were to be spent and in what areas. Motion by Mrs. Zipperer to move forward with the LRPC recommendation, second by Mrs. Brooks, passed 3-0.

Policy Review Assignments: Trustees chose which policy revision committees they wish to serve on. Two trustees are assigned to each section of policy as follows:
Section 100 – Newby/Brooks Section 600 – Fredrickson/Brooks
Section 200 – Newby/Brooks Section 700 – Newby/Zipperer
Section 300 – Newby/Brooks Section 800 – Brooks/Zipperer
Section 400 – Wood/Fredrickson Section 900 – Newby/Zipperer
Section 500 – Brooks/Zipperer Section 1000 – Newby/Wood

Call for Committee Reports: Mrs. Zipperer attended the report card committee meeting where teachers are meeting monthly and planning a workshop. Report cards are changing at the elementary level to match the state standards. Work continues to help make the new format understandable for teachers and parents. Many districts have adopted this format of report card.

Superintendent’s Report: Mr. Amend reported that three schools piloted the new IRI and discovered it took twice as long to test students. ISAT testing environment improves yearly. The South Korean delegation enjoyed some time in the district and 15-20 students will visit in the month of January. The second of our monthly editorials will appear in the Press; it will focus on bullying. Janet Feiler authors the editorials and they have been very well received. Next month we will focus on school safety. Janet and Kelly recently attended training as part of our PREP grant. In November, we will share our annual report to the community about the strategic plan.

Board Comments and Information
a) October 16 Board Meeting will begin at 4:00 PM so trustees can attend the Region I ISBA meeting to be held in Rathdrum later that evening.
b) A Board Workshop is scheduled for October 17 at 4:30 PM
