Substitute Information 

Substitutes are an integral component in District 271.  Principals, teachers, staff, parents, and students value a good substitute teacher.  On average, at a national level, substitutes teach one full year of a student's K-12 educational experience.  Skilled substitute teachers can have a significant, positive impact on the quality of education while the permanent staff member is away.  Generally, District 271 hires substitutes for classroom teachers and paraprofessionals in special education.

APPLYING TO BE A SUBSTITUTE:

 

The State of Idaho does not require an education credential to be eligible to substitute in Idaho.   District 271 hires applicants on the following criteria:  

   *  First priority will be given to applicants who hold an education credential.

   *  Second priority will be given to applicants who hold a Bachelors Degree in an academic 

       field.

   *  Third priority will be given to applicants who are currently completing an education  

      program at an accredited institution.

   *  Fourthly the District will interview applicants who have a unique background to help in

      unique and specific subject matters such as:  art, music, etc.

 

If you do not fit in any of the above priorities, you may still apply and work as a substitute for paraprofessionals in the district whom are supervised by a credentialed staff member.  

To apply to be a substitute, you must complete the following and submit them to the District Office at 311 N. 10th Street, Coeur d' Alene, ID 83814:

The District interviews and conducts an hour orientation for new substitutes approximately every month throughout the year.  

Once references have been checked and you have completed the interview and orientation process, you will be placed on the Substitute List.  This list is given to building secretaries.  Staff request substitutes through Joanne Thomason by calling a voice message machine number at 667-7322.  The machine is a recorder that is available 24 hours a day.  If you need to talk to Joanne, you will need to leave a message at this number for her to return your call. 

RESEARCH:

Research through the Substitute Teaching Institute of Utah State University identifies the following:

   *  The number one request by district personnel is that substitute teachers be prepared and professional.

   *  The number one request by substitute teachers is the skill training to handle 94% of all classroom/behavior

      situations.

   *  The number one request by students is that substitutes present stimulating lesson and exciting fill-in

      activities.

   *  The number one trait of a successful substitute teacher is the use of a resource kit (exampled and      

      explained during the district orientation).

PAY AND FINGERPRINT REQUIREMENTS:

Substitutes are paid $65.00 for a full day and $35.00 for a half day.  Half days are 4 hours or less of work.  If 

you substitute for a certified teacher in the same classroom for 10 consecutive full days, the 11th day, you 

begin to earn $75.00 a day.

Per Idaho Code 33-512 and 33-130 Districts must require all persons hired for the first time undergo a criminal history check which include (1) Statewide Criminal Identification Bureau, (2) Federal Bureau of Investigation (FBI), (3) National Crime Information Center and (4) statewide sex offender register.  All such employees shall obtain the history check within three (3) months of starting employment.  The cards and process is distributed during the District orientation.  The cost to the substitute is approximately $5.00 to be fingerprinted and $40.00 to run the entire background check through the State Department of Education.

Idaho Code 33-512 (15) further request those desiring to be substitute teachers to complete a background check every three (3) years.  During this three-year period, those completing the background check, and subsequently cleared, are allowed to substitute teach in any public, charter, private/parochial school in Idaho.  At the end of the three years, the substitute teacher must submit a new fingerprint card to complete a new background check.  If the required fingerprint card is not submitted prior to the individual’s expiration date, the person automatically will be taken off the substitute teacher list.  This person then will no longer be allowed to substitute teach until the fingerprint card is submitted and the person again appears on the approved State substitute list.

Certified employees will receive the results along with the State Department of Education.  Classified employees will receive the results along with the District Human Resource Department.  The results will remain confidential in accordance with District Policy GAO.

HOURS SUBSTITUTES CAN WORK PER WEEK

Please be informed that, as a substitute, you are limited to working less than twenty hours a week on a regular basis.  Substitutes are presumed to work 7.5 hours per day unless documented otherwise.

Why?  You are limited to these hours because you have been hired to fill a position that is not “full time” as defined in Idaho Code 59-1302 and District Policy #482.  “Full time” is defined as any person who normally works 20 or more hours per week for five (5) consecutive months. 

What can I work as a substitute and stay within these guidelines?

Ø      You must be working less than twenty (20) hours per week “more weeks than not”. 

·                    For example:  I have worked as a substitute for 9 months (36 weeks).  Upon review of my timesheets I should find that I have worked 19 or more weeks at less than 20 hours.

Ø      To avoid the 5 consecutive months, you could work full time for 4 months and then take a full payroll cycle off work from Coeur d’Alene School District.

·                    For example:  I work full time September, October, November and December.  I take off one entire payroll cycle from January 13 – February 13.  Then I can go back working full time from February through May.

Ø       You could work for more than one school district in Idaho.  The law does not combine different districts in their calculations. 

·                    For example:  I could regularly work 2½  days for Coeur d’Alene School District, 1½  days for Post Falls and 1 day for Lakeland.   

What happens if I work over twenty (20) hours per week for one district on a “more than not” basis? 

Ø      Please be informed our State Auditor may ask to review your timesheets back to one (1) year.  Upon that review, if it is discovered that you have worked 20 or more hours per week “more weeks than not” for five or more consecutive months, you will receive a letter from PERSI asking you to pay back the amount that you should have paid. 

·                    For example:  Through the audit, it is discovered that I have worked 40 weeks all together (30 weeks at 20+ hours and 10 weeks at 19 hours).  So PERSI is going to send me a letter asking that I pay back an amount.

The district is concerned that this scenario could create a hardship for you and we can not monitor everyone’s work schedule so our hope is that this memo will give you advance notice to monitor your work schedule and/or plan ahead to lesson this burden.  If you have any questions, please feel free to give me a call.

 

SUBSTITUTE TIMESHEET:

SUBSTITUTE PROCESS FOR SUBSTITUTES:

Substitutes are, generally, placed the night before; however, this is not always possible.  The early morning calls usually start around 6:00 a.m.

Staff are allowed to hire their own substitutes.  When this happens the following three actions needs to be done:

 

Before accepting an offer, please make sure that you have not been scheduled by Joanne or another

    teacher for the same dates.  In most cases, we can be flexible in changing the schedule.  For instance, if a

    teacher offers you a long term job (longer than 10 consecutive days) and you have been scheduled

    elsewhere in the district for a day here or there, we will be more than happy to try to schedule someone else

    for those few days so that you may do the long term.

 

*   Call the sub line and advise Joanne of:

       *  The calendar date(s) and day(s) of the week

       *  The full name of the teacher

       *  The school

       *  If it is a half day or full day

 

 *   Please follow through if you accept placement either through Joanne or a teacher.  Joanne doesn't send      reminders, so please keep a good calendar.

 

Please do not call Joanne at her home telephone number.  Always use the sub line (667-7322) to contact her.  If you call the sub line during the hours noted below, she will call you back within 15 minutes.  If you have an emergency during Joanne's off hours, please contact the central office at 664-8241 and speak with either Kelly Ostrom, ext. 232 or Sara Pickens, ext. 250.  Joanne's hours are:

 

      Sunday                        5:00 p.m. to 9:00 p.m.

      Monday - Thursday       6:00 a.m. to 9:00 a.m. and  5:00 p.m. to 9:00 p.m.

      Friday                          6:00 a.m. to 9:00 a.m.

 

 EXPECTATIONS OF SUBSTITUTES:

*  Call sub voice mail (667-7322) and let Joanne know when they have accepted placement through a staff

    member

*  Keep their timesheet accurately

*  Sign absence sheets, at the building level, on a daily basis

*  Check into the office before they go to the classroom every day

*  Follow the lesson plans designed by the teacher

*  Don’t use videos as backup material

*  Don’t call Joanne at her home phone number

*  Straighten up classroom at end of each day
