Meet Jill Hill ...

Transportation Director Jill Hill has been a professional driver and district trainer for 15 years in the school bus industry, including 10 years with the Coeur d’Alene district. She has extensive knowledge of federal and state law governing both regular and special needs transportation issues, has attended transportations trainings for six consecutive years and has participated and placed in several state and national bus safety competitions. She serves as secretary/treasurer of the Idaho Association of Pupil Transportation.

The secretary/dispatcher for the Transportation Department is Nancy Wood, who has been with the Coeur d'Alene School District for more than 20 years.

The 63 employees of the Transportation Department includes three in the office, two mechanics, 50 drivers and aides, and 8 substitute drivers. There are 37 regular education routes and seven special needs teams. The department averages approximately 4,300 miles daily not including the summer school programs.

In addition to serving two high schools, three middle schools, 10 elementary schools and the alternative high/middle school, transportation is provided to various other sites to help meet needs of the students. These include the Hayden Center, SL Start, North Idaho Behavioral Health, Children's Village, Anchor House, North Star, TESH, TAC and Riverbend Professional Technical Academy.

Idaho law requires that motorists stop for a school bus which has its red lights flashing and its stop arm extended. This law applies to traffic from both directions. Violation is punishable by a fine of up to $500.


A Letter To Parents

Dear Parent/Guardian,

School bus transportation is the safest ground transportation there is. There are many factors which make this happen. The safety rules that students must follow at the bus stops and while riding the school buses are a part of safe transportation. Below are the safety rules that students must follow at the bus stop and while riding on the bus. Please go over these rules with your child/children.

To the school bus driver, any distraction is a safety hazard. For this reason, we have developed a discipline program for those students who choose to disregard the safety rules. The following steps will be followed to maintain a safe environment on the buses.

First Infraction - Driver gives student slip (warning only). Student must take slip home to parent/guardian. Parent/guardian must sign slip (to let driver know you have seen it) and student returns slip to driver the next morning. (Student WILL NOT be allowed on bus without signed slip.)
Second Infraction - Driver gives student slip to take to parent. Slip will be mailed to parents/guardian also. Student denied bus privileges until parent, student, transportation director and principal have conference. Amount of time off bus will be decided at this time.
Third Infraction - Driver gives student slip. Slip will also be mailed to parents/guardian. Student denied bus privileges for 10 days. Parent, student, transportation director and principal conference must happen before student can ride.
Fourth Infraction - Student will be denied bus privileges for the remainder of school year. Driver will give student slip. Slip will be mailed to parents/guardian. (Student may petition Board of Trustees for reinstatement of bus privileges)
Severe Infraction - Student may be denied bus privileges WITHOUT PRIOR WARNINGS when a severe infraction of bus rules occurs. A severe infraction includes, but is not limited to, the following:
l. Fighting
2. Threat of physical harm to bus driver
3. Physical harm to bus driver 
4. Physical harm to another student
5. Total disruption on the bus
When a student is off one bus, that student may not ride any District 271 bus until a conference is held with the parent(s), student, driver, principal and Director of Transportation.
This discipline plan is to help ensure that your children have the safest ride possible to and from school. We would appreciate any support you can give us in helping your children understand the importance of following the safety rules on the bus.

Student Bus Safety Rules

1. Students should be at bus stop 5 minutes before bus time.
2. Wait for bus in an orderly line, at least 6 feet back from road/street.
3. Students causing problems at a bus stop may be denied bus privileges.
4. If students have to cross road, wait for driver's signal and cross 10 feet in front of bus.
5. Go directly to an available seat. (Driver may assign seats at any time).
6. Remain seated while bus is moving, facing forward, feet out of aisles.
7. Refrain from throwing objects.
8. Only items that can be held on lap are allowed on bus without prior arrangements being made with the Transportation Department.
9. Eating, drinking or chewing gum are not permitted on a school bus. (Danger of choking is present.)
10. Students shall refrain from the use of profane or vulgar language, tobacco, alcohol, or illegal drugs on the bus.
11. Animals, hazardous materials, water devices, skate boards, skis, ski poles or any potentially hazardous items are not allowed on school buses.
12. Respect the rights and property of others on the bus.
13. Keep all body parts and objects inside the bus at all times.
14. Students will not be allowed to randomly change bus stops. They must stay at their assigned bus stop unless they have prior permission from the transportation office to change to a different stop.
15. Students will not be allowed to depart bus at a location different than the pick up location unless the transportation department has a written note signed by a parent/guardian or authorization from the school.
16. When exiting the bus and crossing in front of the bus, students must watch for the driver's signal and also stop at the front left corner of the bus while remaining 10 feet from the bus; look both ways before crossing the road.
17. Students shall follow driver's directions promptly.

Riding a school bus is not an undeniable right. Each student is responsible for making the choice to follow the safety rules and have a pleasant ride to school or choosing not to follow the safety rules and take the chance of losing his/her bus riding privileges.

Bus Discipline Procedures

First Step - Driver verbally asks student to correct behavior. If student continues incorrect behavior, driver puts student's name in notebook.

Second Step - Student is assigned a seat and driver talks to student about consequences if student chooses to continue to disregard safety rules. Driver puts checkmark beside student's name.

Third Step - (First Infraction) This is the beginning of the formal discipline procedures. Driver makes out slip to send home with student. This is a warning only. Student MUST have slip signed by parent or guardian before they can ride bus the next morning. Driver puts signed slip in their bus file. 

Second Infraction - Student is given slip and is off bus until conference is held with director, principal, driver, parent and student. Amount of time off the bus will be decided at conference. Slip will be mailed to parent/guardian.

Third Infraction - Student is off bus for 10 days. Conference MUST be held with director, principal, driver, parent and student before student will be allowed to ride  bus at end of 10 days. Slip will be mailed to parent/guardian. 

Fourth Infraction - Student is off bus for rest of school year. Slip will be mailed to parent/guardian.

Severe Infraction - Student may be off bus WITHOUT ANY PRIOR WARNINGS until conference is held with director, principal, driver, parent and student. 

Length of time off bus will be determined at conference.

THE FOLLOWING ARE CONSIDERED SEVERE INFRACTIONS:
l.  Fighting. 
2. Physical harm or threat of physical harm to bus driver.
3. Physical harm to another student.
4. Total disruption of the bus. 

When a driver gives a student a slip that removes him/her from the bus the driver MUST make every effort to notify the Director as soon as possible.
